The Small Countries Financial Management Centre (SCFMC) was established as a charity (company limited by guarantee) in the Isle of Man in June 2009. Its purpose is to contribute to the growth and prosperity of small countries through capacity building in the government financial sector.

After a short flight from the Isle of Man, participants travel to Oxford for the second week of the Programme.

The Isle of Man is delighted to host the Small Countries Financial Management Programme – now in its eighth year. This initiative recognises the special challenges that all small countries face and brings together some of the world’s leading experts in financial management and regulation – both academics and practitioners – to help senior officials find new and successful approaches to addressing these difficult issues.

As a small prosperous country with strong traditions of government and economic management, we in the Isle of Man share the pride that all small countries feel in their resilience to forces often beyond their control. We have also been buffeted by the winds of the financial storms of the past few years, and feel an even greater sense of solidarity with the small nations whose officials come to participate in the Small Countries Financial Management Programme.

Together, we can work towards a more prosperous future for all.

The SCFMC Programme

The Small Countries Financial Management Programme brings together officials from finance ministries, central banks, and regulatory bodies in small developing countries for a two-week executive education programme designed to stimulate fresh approaches to the challenges they and their countries face.

Independent Evaluation -- July 2012

In 2012, the Commonwealth Secretariat funded a major independent evaluation of the Small Countries Financial Management Programme. This thorough and fully independent assessment, which was conducted by a team led by the former Director General of Operations Evaluation at the Asian Development Bank, stressed the profound changes that officials implemented after they returned to their posts.
