Mark Shimmin MBE
Executive Director
Mark is an accountant who took over the leadership of the SCFMC in 2014 after a 32-year career with the Treasury Ministry of the Isle of Man Government, the last ten years of which were as Chief Financial Officer (equivalent to State Secretary or Permanent Secretary). He is currently a Trustee of the Manx Museum and National Trust.
At the Treasury, Mark controlled an annual departmental budget in excess of £32 million and oversaw revenue spending of more than £1 billion per annum, capital expenditure of £100 million, and Investments of £1.5 billion. In recognition of his key role in services to Government and the Economy, he was made a Member of the Order of the British Empire (MBE) in the January 2014 New Year Honours for services to the Isle of Man Government and economy.
Paul Fisher
Programme Director
Paul is Programme Director of the Oxford Programme on Negotiation at Saïd Business School which he has been involved in designing and developing since its inception in 2004, and is also an Associate Fellow at the School. Paul graduated from the University of Liverpool with a degree in politics. He is also a certified business coach and cross-cultural trainer.

Paul has over 20 years experience in the field of communications, education and capacity building, helping private and public-sector organisations to achieve their full potential and has worked alongside some of the world’s best-known organisations across multiple sectors, including the World Bank, the Asian Development Bank, Emerson, IBM, British Telecom, the governments of the UK and the United Arab Emirates, and various United Nations agencies.

Elaine Moretta
Programme Manager
Elaine has been with the SCFMC since 2013. She began her career as a legal secretary before moving to Coutts Bank as Executive Secretary to the Managing Director, with overall responsibility for the secretarial team. She became Personnel Officer for the Isle of Man operation before taking a career break to bring up her two children. Prior to joining the SCFMC, Elaine worked at the Isle of Man Financial Supervision Commission, where her work included vetting new licence applicants. Additionally, Elaine has managed a number of large events for Isle of Man charities.
